In my opinion 100% RT has to be done after PWHT .

A quick Google search gives me this:

<a href="http://www.nfpa.org/Codes/Current_Codes_and_Standards/Info_About_D">http://www.nfpa.org/Codes/Current_Codes_and_Standards/Info_About_D</a> ocuments/Overview_of_Major_Documents/NFPA_54__National_Fuel_Gas_Co d/nfpa_54__national_fuel_gas_cod.html

<a href="http://www.osha-slc.gov/OshStd_data/1910_0253.html">http://www.osha-slc.gov/OshStd_data/1910_0253.html</a>

You're asking pretty specific technical questions, the ASME discussion board can undoubtedly help you as well:

<a href="http://www.asme.org/bboard/main-frame.tcl?topic=Pressure%20Vessel%">http://www.asme.org/bboard/main-frame.tcl?topic=Pressure%20Vessel%</a> 20and%20Piping

I didn't look too carefully into your inquiry, do you have access to local codes? In any case, I would hope that the RT is done *after* the PWHT.
