Stoppling and Hot-Tapping

Stoppling and Hot Taps have always seemed to be a nifty idea to me. Here's a few pictures:

Line plugging using liquid nitrogen as a freeze agent is also interesting. Very cool (literally).

The layman might think that this is a particularly dangerous procedure, but it's actually very safe when done properly.

Does anyone know who originally developed this idea?
