B31 and Section VIII require a qualified weld procedure. good practice do
show that its almost impossible to pass a weld done even 10degC. gotta be
careful with api 2201. Its an excellent guide but its still missing some
importatnt stuff needed to be consider prior to welding the fitting and
cutting the coupon. Brittle fracture can be avoided by using an impacted
tested material (both base and the weld matl). i wouldnt venture striking an
arc on a lox (liquid oxygen) line though.

API has developed a procedure for welding or "Hot Tapping" on equipment in service -their procedure RP 2201. Of course they do not mention liquid nitrogen freezing. Maybe they would be too concerned about brittle fracture and the need of a test coupon. Everett Nichols
