Ralph,
You will find the method you are looking for in the Standard Handbook of Engineering Calculations by Tyler G. Hicks. On chapter 6.48 under the heading "Time needed to empty a storage vessel without dished ends" there is a procedure to compute the time for vertical cylinders, cones, horizontal cylinders and spheres.
