many thanks to Gustavo. Funny, the 3rd edition of the hicks handbook is just
beside me all along and yet im searching the web for an answer. The lead on
the chemengineer.about.com that gustavo suggested has also open a lot of
windows related to fluid mechanics. i can remember the posting made about
the P&ID. The site mentioned has the answer - and yes it does mean Piping
and Instrument Diagram.
Last on the P&ID. If anybody is interested, a good article has appeared in the November 1992 of the Hydrocarbon Processing mag titled " Create an intelligent P&ID's". It was written by Catena, dietz and Traubert of ChemTech, PA. And yes, according to these 3 guys it means Piping and Instrument Diagram.

You will find the method you are looking for in the Standard Handbook of
Engineering Calculations by Tyler G. Hicks.
On chapter 6.48 under the heading "Time needed to empty a storage vessel
without dished ends" there is a procedure to compute the time for vertical
cylinders, cones, horizontal cylinders and spheres.
