A useful design velocity guideline from the sugar industry (reference E. Hugot Sugar Handbook), is as follows
Superheated Steam 40 - 75 m/s
Saturated Steam 25 - 35 m/s
Exhaust Steam (Turbine) 30 - 45 m/s
Vapour under Vacuum 45 - 60 m/s
Off course, while this is a useful guideline, pressure loss in piping and fittings need to be taken into consideration.
