Sorry, I am late with the answer. I have been very busy. Ralph is right. Looks like at this point you are going to wear a much bigger hat. Now, if you really don't have any other choice, you have to start with the common sense. So,

1. Assign the right people for the right job
2. Set up the priorities and the critical "positions"
3. Figure out a P&ID for the plant. This is a tough
job and you will need to consult many other specialists as to finish this. If you already have a P&ID, then you have to start to arrange the equipment in the given space, but you do this only on the paper at this stage. Don't expect to finish this job from the first try! If all the equipment, but the pipe, is in place, then your job is somehow simplified. You have to figure out then just how to erect the pipe. 4. Start making the hand scketches for the layout, and whenever you seem to be satisfied try to have this transcripted into a 3D drawing on the computer. To be more effective you should divide the plant in modules or figure out an "inlet-outlet" plan for each part of the equipment and after that continue with connecting all these ends with each other. In the first case you will work sequential and at the end you must be able to connect the figures, and in the second case you will work on the whole and you must be able to see the whole, as well as the sections.
5. When the drawings are done, start the stress calculation part. If everything is OK, then you are lucky-you can start the erecting job. If not, then you have to modify what is not right, but try to do this working as much as possible with the pipe only. Of course, don't forget to attach to the drawings all the specifications for equipment, for materials and for working procedures.
6. If you are responsible for the erecting job, too, then you've got trouble. You have to convince the contractors that your plans are right and what you realy need is to have them working and conforming with the specs.
7. What is written here is very briefly and might not cover at all the aspects you would encounter, but I hope I could bring some ideas to you. Keep in touch.
