RE: Govern Code for Manifold Nozzle Design?

Per B31.1, FIG. 100.1.2(B), it is not a BEP, so would require to conform to B31.3 if it is a piping.
Per B31.3, FIG. 300.1.1, it should be in the scope of a Piping Outside the Scope (of B31.3).
So, will the BPVC govern the design? I am not sure, and it looks like not a convincing argument there.

somebody borrowed copy of b31.1 so permit me to use b31.3. Look up Section 300.1.3 Exclusions item (b) and (c) and Fig 300.1.1 diagram illustrating scope of B31.3. To qoute (b) "... boiler external piping to conform to B31.1." The illustration makes a much more convincing argument.
