Question for TA/ShutDown

Could any one tell me about :
1. What is the critical point (special concern required) when we get a turnaround/shutdown maintenance job.
2. When preparing T/A organization chart; which one is better, division based (i.e. piping, rotating, static) or equipment position based (i.e. some items in one area become 1 supervisor responsible).
