I have seen some mechanical device (Hammer blind Valve) which is installed in oil terminal in between two gate valve(Mov) near by tankage in/out let. Hammer blind valve consists of body in beteen the spectacle blind( Fig 8) is installed. The advantages for this type valve is that the open or closed part can be installed by simply with the help of handle.

Using jack screw flanges ( generally for 4" and larger sizes)is the best alternative to create that minute gap to extract the fig.8 or spade without damaging the gasket.
