the mill tolerance is dictated by the Purchase Specification. Say you want
an A106-B, the supplier will have to comply with ASTM. In this case its
12.5%. Para 16.3 (ASTM Designation A106) Thickness - the min. wall thcikness
to any point shall not be more than 12.5% under the nominal wall thickness
specified.
For me, its the E factor that will have considerable effect on the wall thckness (hence the cost) since it varies from 0.8 to 1.0.
If i may add, we now use the term NPS (also dimensionless) to designate pipe size..
