Generally NO.
If cabletrays are supported from the pipe and the clamping done is fix, this imparts stresses on the pipe thereby creating potential danger. Moreover the instrument and electrical people do not have the stress or load vision. ( With due respect to them.) and this allowance ,if given, is taken advantage of. (I have seen 300mm cable tray full of cables supported from 1" pipe, which was removed when noticed.)
Also lines with smaller wall thickness ( Pneumatic transport ) are more easily damaged.

This allowance can be given only in certain cases like lines open to atmosphere, lines with ambient temperature and large size. Difficult locations etc... viewed case by case.
