Ralph,
I can see a disadvantage of applying higher code requirements than may be required for the service. But, I can only see the advantage of holding fab and installation quality to the code in systems that require more than just butting up plain end pipe and welding. Requiring contractors to meet code raises the bar of quality.

         Section III Subsection NB details the requirement for nuclear piping designated as Class I. If im not mistaken this has superseded B31.7.Class I are those within the envelope of the of the reactor coolant pressure boundary.

         Section III Subsection NC and ND also petain to nuclear piping designated as Class 2 and 3 - those componet that are required to safely shutdwon the reactor and found in the auxilliary system.

         Section VIII - for pressure vessels

         B31.3 Process Piping.

         The basis is the application. U use Section III if you're building a nuclear power plant and the same manner u use B31.3 if the piping is for petrochem and refinery otherwise u use B31.1 for power plant and B31.8 for offshore piping. If im not mistaken u use also section XI to maiintain a plant built to section III (API Inspection Code is what we normally use to maintain and inspect component and system built to Section I, XIII and B31 already in-service)
