I'd I have thought that that possible problem would have been already taken care of by plant maintenance. Neither a paddle or figure 8 can be installed or swung without the upstream flow being stopped in the first place.
Not being someone that cuts into live lines, I'd think that a final visual check must be more comforting.
Do you have more info as to why paddle vs. 8's are used? Is it a cost issue?
