I meant the exposed portion to be that protruding outside the
joint and that it is exposed to outside environment.
We might suggest for API 590 or commercial firms to provide following changes in standards?:
(1) include lifting lugs on items over 50 lb
(2) limit size range of Fig-8s to 10 NPS
(3) blinds, spacers, and Fig-8s to have indicators showing material, flange class or pressure rating, ID for item type (i.e., blind, spacer, Fig-8), standard, and manufacturer name.
(4) spacer or orifice plate would have a hole drilled in an outwardly exposed part of the handle to indicate the item has an orifice.

The use of listed CS is permitted. Size of course shall meet the API 590
req't. Is the use of A-36 material ( structural grade but commonly available
) allowed under the rules as a material for operating blind? Well ...

Figure 8 are in-line closure. Its is exposed both to the dowstream and
upstream media (not to the atmosphere). The material selected must of course
be suitable for the service. Ditto for the gasket.
