What's the problem with the welds? If the welds are cracked, you may have
made the wrong call. Fracture from a pre existing crack can be pretty
awful and it happens quick and not necessarily under the most severe
loading. If it's excess porosity you may be able to get away with it. If
it's poor workmanship, you could have any damn thing at all from no
problem to serious problems.
I'd be very nervous about a call like this. Ignoring your own standards because it's convenient doesn't look so good, and it sets a bad example. And this one's on record to boot. If I were gonna do something like this I'd sure do my homework first.
