let us say that the piping has been succesfully modeled using caesar II. You now have a new piping that complies with B31. Modified piping is now fab and connected to shell flanged. Tanks still continue to experienced settlement. Settlement now becomes excessive. Stresses on the shell opening becomes excessive without noticeable damage to the pipe. Shell nozzle now show signs of leaks. Few weeks later, Bottom plate finally failed and you now have an uncontrolled spills.

         We normally played such scenarios before tackling the job. i good reading on this subject is API 579 fitness-for-service evaluation What im saying is. Maybe if the risk is acceptable, you may not have to do anything at all (except maybe monitor its condition).
