Chances are a contractor erected the tank and the civil works has been subcontracted. at end of the project, contractor has demob together with the civil engineer (can't fire him anymore). but i do agree with you its the tank that should be the concern (since it has a greater potential for profit loss plus the liability during spills - not counting being nailed to the wall by the media)
