This may be due to the reason that, Bentley's Microstation is used as GUI in
the PDS, only as a graphical platform, and most of the modules in the PDS
are third party S/W. So 'search' for PDS in Bentley's Site may not fetch you
result.
It was a rumour that Intergraph is trying to develop their own GUI for their
PDS, and stop using Microstation. I don't think they'll be doing it so fast.
It is very difficult to ask thousands of PDS users, to switch over to an
unknown GUI.
