i have doubts about the effectivess of flow straightener (whether its an off the shelf item or done in-house).use of meter run in my opinion will yield results within the desired accuracy/rangeability of the flowmeter at least cost.
one thing i would like to add is not only to focus on the u/s and d/s straight pipe run reqt's (current practice at our plant is at least 6D u/s and 2D d/s) but to consider also the effect of corrosion/erosion since it also affects the meter performance/accuracy

Also, Upstream and downstream lengths depend on the configuration of the
fittings used, i.e. before and after the Flow Element, which varies from
upstream 7D - 25D
and downstream 5D - 15D. These straight lengths can be reduced using 'Flow
Straightners' upstream of the FE.
