Theinstrument Society of America has publications for sale over the net that covers this and many other aspects of instrument/piping interface design.

Try the book by Foxboro, author Spink that is a classic. Foxboro software, probably available as a download covers thios aspect for various types of measuring element.

You have not psecified the type of element or the fluid so it is sdifficult to offer other advice.

It is also important to understand the proximity of bends, tees, reducers and other fittings to the element.
If one cannot accomodate the necessary straight lengths then you may need to consider flow straightening elements. This is covered in the ISA installation guide for flow elements.

For other than a simple orifice plate the element manufacturer should provide a recommendation

Can anybody give me the basic criteria behind deciding the upstream and downstream dimensions between Flow Element and connecting Fitting / accessories in piping?

regards,
rakesh
