hi pete. its nice to know someone who previously works for the DoD. Been with with NavFac and the only mil spec i can still recall is the M-3. i believe you - sawingoff a couple of threads. we have to knock off a couple of walls since the number of masonry block doesnt matched with what is shown on the drawings.

While in the Navy a number of years back, I know there was a regulation (NavSea maybe) about bolt thread engagement. It was 3-5 threads showing. I know the military is a little on the cautious side. I remember well because I had fix alot of them. We also had to saw off the extra threads too - to get through our inspections.
