I agree with you only if the temperature is higher at the outer arc than at the inner arc of the bend.

Actually, an object of uniform material expands/contracts uniformly regardless of its shape, as long as it has been heated throughout. It is not required to be solid or of equal thickness.

Yes, material do expands/ contracts regardless of its shape. But here, the piping bend has difference in lengths at the inner and outer surfaces. So when the temperature is increased, there is difference of expansions at both the surfaces. The outer surface being more longer expands more than the inner surface. Thus the bend bends inward on expanding, while opens out while the temperature is lowered.

I think this is what Steve wants to say.
