Design Temp. & Pressure!!

Hi Everybody !!!!

As per ASME B 31.3,para 301.3,the Design temp. of pipe is stated as follows:
"The Design temp. of each component in a piping system is the temp. at which under coincident pressure the greatest thickness or the highest component rating is required in accordance with para 301.2."

My query is as follows:
1)Does it mean that for different operating conditions ,highest temp need not be considered as design temp.if it does not call for the max. thickness requirements as per the above article. 2)In strict accordance with the code does one need to calculate the thicknesses at different coincident temp. pressure conditions for establishing the design temp.
