oh man, i wish i had this suggestion when we started the conc. sleeper remidiation program last year. for the really bad ones (and there are a couple of dozens of them) we just provided temp support, excavate, precast the sleeper, demolish the old one and install the new one , backfill, compact, fix the pipe and we're done.
we're going to consider your suggestion in the future repair and probably incorporate it in our standard design. many thanks.
