From Fig 100.1.2(A)of ASME B31.1-1998 Edition

The boiler feed water piping downstream of the regulating valves is part of the Boiler External Piping and as such comes under the jurisdiction of the ASME Boiler and Pressure Vessel Code (BPVC) which has assigned technical responsibilty to ASME Section committee B31.1.

See Section 122.1.3 for further details.

The feed pipework upstream of the regulating valves is designated Nonboiler External Piping and comes under the technical responsibilty of the ASME Code Committee for Presure Piping B31. This implies that you could use either B31.1 or B31.3.

From the point of view of modelling the system, you would need to use B31.1 from the boiler back to the first anchor upstream of the Regulating valves (possibly the feed water pumps?).
