Good article. Check _The Tender Ship: Governmental Management of
Technological Change_ by Arthur Squires. The title refers to the
17th-century Swedish warship, Vasa, which capsized on her maiden voyage.
Any of Henry Petrowski's books are excellent tutorials for engineers and
designers. No equations, but a lot of insight.
