there may not be a code directly applicable to your situation, and a degree of interpretation may be required.
Samuel Lin said "If for off-shore piping, may refer to API RP14E -
Recommended Practice for
Design and Installation of Offshore Production Platform Piping Systems".
API codes may be a good place to look further.
If the line run is relatively short, I can see no harm in using B31.3 for your piping, because the concept of the plant boundary is largely notional.
If the line is more like an overland pipeline, then an AWWA code may be more appropriate.
The code you select should answer any design questions you have. If it does not, then it is the wrong code.
If is is necessary to use a code outside of its normal scope, then it is advisable to obtain the customers approval prior to proceeding. The customer may have his own ideas on which is the appropriate code to use.
I have a feeling you will wind up using B31.3

This specific situation is a petroleum well that needs water injection to increase the pressure in the reservoir for extraction. Therefore wich code shall I apply?.
I read B31.3 scope and its out of the plant.
I read B31.4 and the scope does not include water as an auxiliary service.
I hope this will clarify the situation.
