i have problem with viscous sublayer

can any body answer these quesiones?

here is that questiones:

when we protect internal of steel pipe lines with cement mortar lining it's very important for any engineer to calculate the value of friction factor or "c"H-W & you know these values depends on surface roughness. 1-how we can determine the value of these coefficiants for a new in-sith cement line pipe before hydrolic tests.
