Well, its the same answer again. There is no requirement of minimum structural natural frequency for seismic analysis. Earthquake frequency ranges over the range of frequencies and is only for small amount of time (not te always acting force). So we have to carry out response spectrum analysis for the piping using site response spectra. We have to check stresses as per code requirements. Check the deflection for good engineering practices.
In general the piping should have fundamental natural frequency of 4 Hz to sustain dynamic forces in better manner.
