I have seen this before.
In that case the fin tube headers were rigidly connected to the cooler frame
(one header at each end). When the fin tubes warmed up they got longer. As
longitudinal growth was restricted by the frame, the tubes buckled. The cure
is to fix only one header and let the other one float on guide rails of
something similar.
Sometimes there are bolts used to lock the floating end during
transportation in order to prevent damage. If these are not removed prior to
commissioning buckling could occur.
