Position of flange''s holes

Dear Sir

Can anybody tell me in which Standard (Section,page,paragraph) I can find general rule regarding position of flange's holes in vertical and horizontal piping routing
during the fabrication

As I know this matter has been mentioned in ASME B31.3 but I could not find it.
