They are cyclic loads and come under the cyclic load provisions for Code
analysis, but earthquakes apply only a few hundred cycles so they're
unlikely to govern over the usual seismic requirements. Wind is a
different matter, since gust loading will occur over the life of the
system. I've seen fatigue requirements specified for nuke plant seismic
analysis, but the serviceability requirements for OBE and SSE have always
governed.
