One reason that allowables for this material don't appear in Section II is that it isn't permitted for Code construction. Moreover the ASTM spec and the ASME Spec (if any) may be different. If in fact it isn't permitted for Code construction, allowables won't be available, and very likely the variation of minimum mechanical properties won't be available either. If the material isn't permitted in the piping code you have in mind, reconsider using it. If the material isn't authorized for Code use, you could find yourself with a system that can't be stamped or insured.
