Clarification needed regarding flange bolt hole straddling!

Dear everybody,

                        I read that the flange bolt holes should not be on the

north axis on the flange face if the flange face is in horizontal plane and if in vertical plane should not be on the vertical axis. I asked to some people personally but they say it is being followed as thumb rule. But there is some specific reason and I want to know it. Can anybody pls throw light on this matter?
