This is probably the Jubail United Petrochemical Compnay which is epxected to go onstream by end of 2004 with annual capacity of of about a million tons of ethylene.

The web enabled Bentley and Intergrpah plant design solution probably has a lot to do with the shifts. The Malampalaya Project in the Philippines is one other project that benefited from this. Other good example is the Equate Project in Kuwait - design by collobaration where the principal are based in USA vendor/supplier spread across the continent and the field office in Kuwait is part of the design team - changes/revsison/update done in one source document only all in real time.
