Yes; you are right. We follow 2 types of checklists; one is for mechanical
completion (normally referred to as Punch-list) and other before
commissioning of a plant. The punch-list for Piping Mech. Completion is
prepared by contractor and checked by Project Management Consultant (PMC)/
Owner; to be liquidated by Contractor. The checklist before commissioning is
by Client Operations/ other groups/ PMC and the completion of systems is
recorded over a few designated 'Handover' formats. It is highly desired
that the total piping be got checked from Mechanical/ Process/ Operations/
Instrument viewpoint.
Some of the general points of check wrt Isometric/ GA drawings are:
Supports check
Welding of Joints, slag removal etc.
Valves, location & their direction wherever applicable
Venturi/ instruments/ orifices/ other fittings;
Pipe condition (say dents/ pitting etc if at all)
Drains/ vents
Special notes with respect to P&IDs
Specific checkpoints related to special piping such as Slopes, Jacketing
connections etc.
Piping completion including branching etc wrt drawings/ General
arrangements.

The pdf file referred to below is all about pipe modeling. A field checklist prior to commissioning or mechanical acceptance is normally term as punchlist. Normally this is part of the project deliverables prepared not by Owner but rather by the Contractor.
