P&ID check is an essential part of declaring the completion of systems. By
mentioning checking "Special notes with respect to P&IDs", I meant to check
the P&IDs in the entirety related to the system as also the 'side notes'
which may contain important/ critical notes.
Few more checks could be:
Unlocking the Spring Supports/ Bellows/ other such shut-off valves
Removal of welding tacks/ locks required during transportation/ installation
for safety of the equipment
Setting of the limits of Spring Supports/ hangers etc required during
operation
Proper Installation of directional fittings
Installation of Bucket Seam traps in piping lines (vertical/ horizontal) as
per the design
Shot/ long/ uneven bolting
Temporary construction supports/ temporarily welded rigid restrictions
Provision of weep-holes in pads/ supports etc...
And many more...

One thing missing from your check list is a P&ID check. The P7ID is the
fundamental design document . Hence for QA close out the lead designer
should
walk every line and ensure that the installation complies with the design
intent.

Specific checkpoints related to special piping such as Slopes, Jacketing
connections etc.
Piping completion including branching etc wrt drawings/ General

The pdf file referred to below is all about pipe modeling. A field
checklist prior to commissioning or mechanical acceptance is normally
term as punchlist. Normally this is part of the project deliverables
prepared not by Owner but rather by the Contractor.
The norsok site may hve something on this. If not email me and I'll
send you a copy of our commissioning manual pertaining to Piping (if
i still have it - not sure)Normally this activity fall unders the
responsibility of your QC/QA (local law may require Inspector
signoff) and not Operation.
