The used of P&ID is very limited udring the mechncal completion. The blinding of the piping system can best be plan using the PI&D - to generate the blind list and ensure that such blinds are removed after the test - but not as part of the punch list. Basically one would rely with iso's, insulation sched and pipe support drawing issued for construction to ensure the the system as erected comply with the spec and costruction drawing.
