Query regarding design rules for reinforced plate cover flanges for hydro testing of large diametre pipes for seawater cooling system.

I have a case for designing an item like the above, covering 40 inch to 100 inch in size. Can anyone help me with the right source of piping component design procedure / code (Boiler and pressure vessel code also may be fine, if a proper clause is existing) for designing the above. Each cover flange shall have nozzle penetrations (size 3 inch and ¾ inch) for filling the test fluid and for mounting the pressure gauge respectively. The probable plate shall be of SA 516 Gr. 60 or Gr. 70.
1. What shall be the recommended basic thickness for the plate?
2. How to account for the section modulus details of the reinforcing frame, which shall be of ordinary structural steel H-beam? The H beam section may start from 6 inch upwards.
3. The frame patterns shall be a) cross, b) square or a combination of both.
The test pressure is 6 barg.
The pipe is having internal lining with rubber. The mating flanges are of ANSI B 16.47 Class D, PN 10 (Bar) / and AWWA C 207.
