A cross section view of pipe comprises of two theoretically concentric circles. But, during manufacturing, the processing through dies could result in an eccetricity of the two circles. This tolerence specified gives the upper limit of such an exception. Obviously, this causes thicker wall at one end and a thinner one at the opposite end of it. I wish this clarifies the doubt.
