304L - Intergranular Corrosion

We welded a 4 inches tube 3/16'' wall. The base metal is SS 304L and the filler is 308L. The tube corroded in a Chloride environment at the HAZ. We understand why it corroded but we do not see the reason why it is intergranular. Carbon has been verified for base and filler metal and is approx 0.02%. Someone has an idea? Carbide precipitation and chromium depletion should not be a factor whith the L grade?
