Surge due to valve closure

Dear friends,

While doing stress analysis stress imposed on pipe due to sustained loads,thermal,seismic,wind etc. Can any body clarify under what circumstances surge will be calculated due to closure(sudden) of valve. Owing to sudden increase in pressure, affect the thickness of pipes may get affected as well .
