It appears that Barbara's information is slightly out of date concerning AutoPIPE, formerly by Rebis and now part of Bentley Systems.

AutoPIPE 6.3, released in May 2003 has a complete implementation of the European Code EN13480. It also had incorporated most materials listed in the standard including the creep properties. AutoPIPE is available as a Demo with a 20-node limit. Here is the press release from Bentley's web site:
