Theoretically, could one guy do everything? Design-wise, I mean, not engineering.
On most big jobs each discipline will do their own design work and integrate it with the other disciplines. On smaller jobs it is often feasible for a few designers (or one) to do multidiscipline work in co-ordination will engineering.
