I would say that a very good 3D program for small projects is CADWorx for pipe. I have used in the past for some small projects. Initially it was only a helping tool for Caesar, but now they developed the capabilities enough for use as a stand alone modelling program.
CADWorx has a easy to use and modify database, you can share the database on the network, extract isometrics (using his routine or Isogen), prepare G.A., export/import Isometrics to/from Caesar. It is true that it is not so advanced as other modelling programs but it is doing the job quickly with good results.
