Please refer to ASTM standard A240 or ASME Section II Part A, Ferrous Metal Specifications.
In brief these numberings refer back to the categorization of the stainless stell grades in different forms of pipes , plates , fittings and etc.If you refer to ASTM A182 or ASTM A213 , you will also find the same cateogorization.
The lette "L" in 316 L or 304 L or 321 L refers to low carbon content of that stainless steel grade in comparison with grades 316 , 304 and 321 respectively.
