I would like to seek experts opinion on the "Steam Out" case analysis of piping.

Question A)
I have came across 2 different practices......... 1) some companies have practice of just checking the pipe stress and do not check the nozzle loads
2) some companies do both

What is your preference 1) or 2)??? Why?

Question B)
What shall be the allowable stress in case of steam out? B31.3 says, it can be taken 33% higher.
Shall it be
1) 33% higher than the expansion stress at that temp or 2) 33% higher than the code stress at that temp.? Please note that exp stress is higher than the code allowable stress from Table A-1.

What is your preference 1) or 2)? Why?
