This is a topic covered early on in every fluid flow text and course I've heard of. You might strongly consider getting one and reading it. It is covered in Crane Technical paper 410, "Flow of Fluids" (I suggest as a "must have" for reference for anyone doing fluid flow work). I suggest doing a little research, if you didn't get this in a training or college course. This is one of the more basic issues. Perhaps there is a more senior person at "Petrofac" who can help you learn about fluid flow and piping basics.

The main answer: It's done to manage cavitation - it helps assure that the pump is flooded.
