The software in question is still under evaluation. Supposedly, members can post to the web page via email, but it hasn't been tested yet. Expect something soon.
Since what I propose is a dynamic web page, anyone can view it ("lurk", as you call it), it's only if you wanted to contribute where you would need to provide personal info and register. This is a bit different from the way we have been doing things so far.
